The “Alo Pronto” Network

1 · Executive summary

A structured operation with its command centre in Tirana, Albania (a call centre near Don Bosko under the legacy brand Alo Pronto) captures UK emergency-service Google searches, routes them through UK front companies, and dispatches under-qualified workers who inflate small jobs into four-figure bills. ~50% of each payment is cash to the worker; ~50% runs through UK company accounts and, per Pamfleti, on to Albania.

Confirmed control core (Albanian registry): Çesk Ivanaj + Ylli Ujka, who appear together across seven companies. UK field layer: Prestige Engineers (Shafi Kazemi), Coreline/Pureflo (Aaron Bernier), plus a public trading persona “Chris Sweet.” The network also systematically attacks legitimate advertisers (review-bombing, fake leads, threats) — the reporting business is one such target, apparently mistaken for a Romanian competitor named “Valentin.”

2 · How the scam works

1. Capture the search via Google Ads / Local Services Ads / hijacked or fake Google Business Profiles. Ads claim implausible tenure (“41+/81+ years”) on 2024–2026 companies. Many sites carry no Google Business Profile — deliberately, to dodge reviews.
2. Route the call to the call centre via VoIP; quote a low call-out (£35–£99).
3. Dispatch a sub-contracted worker (recruited via “learn plumbing in 5 days” TikTok/Skool courses), coached to “make the job complicated.”
4. Inflate on site: £180–£420/hr “labour/leak-detection” + “admin/inspection” fees + VAT.
5. Force payment: sign-before-work, refuse to leave, steer to bank transfer, film a “consent” video against chargebacks.
6. Silence: block negative reviews; harass reviewers from changing numbers; post fake 5★ under made-up names.
7. Launder: cash to worker + card/transfer through shells → Albania as “digital services.” Alleged

Three exports from tradespeople who worked with the network unknowingly (groups “Khairi’s Jobs – Coreline”, “Taz’s Jobs”, and a paymaster chat), Feb–May 2026. Controllers: “S H A F Prestige Engineers” (= Shafi Kazemi), “Chriss Prestige Engineers” (+44 7440 635912), “Adam Plumber”, “Tyson Invoices & Reports Prestige”; lead source tagged “~EMERGENCY SERVICES 247”. Property interference (Lucy Briges, Marlow, 17 Apr 2026 ~01:00): after a £9,500 quote was refused — Adam: “Take her keys” → worker takes keys → controller: “We are cutting the water off… collect the keys at the office tomorrow” → worker: “Broke all the stopcock keys / No water / Left the heating on / Turned off the electric.” Also targeted the elderly (“This is an oldddd lady… moving at 1mph”), and ChatGPT-generated fake reports. Concealed 50/50 split hidden in “labour”; controller silently cut the worker’s rate 40%→30% on already-quoted jobs. Albania ties in-chat: “All the money has gone to albania”; controller physically in Albania; Albanian phrases (“Punë muti”, “ku je”).

The call also references a “Valentine” — per the reporter this is the network’s confusion with a Romanian competitor, not Valentin Stojani. Full timecoded transcript held.

• Serial company churn to escape reviews — verbatim in chat: “ive started new businesses because old ones got fucked on reviews.”

13 · Wider ecosystem & exclusions

The UK “emergency plumber” racket has several overlapping operators; not all are the Albanian network. Confirmed separate operators with the same method: JDNA Ltd (Lithuanian director, Peterborough) and George Plumbing Ltd (Romanian director Voicu, Nuneaton). The two Luton “We Fix 24”/“Emergency Engineers” Singh shells are associated but not corporately linked.

Do NOT attribute (legitimate namesakes): Radar Media Limited (06938066, Shrewsbury), Nightingale Electrical (13176562/14887574), 101 Solutions (08440629), Zone Digital Marketing (11566566), AZ Plumbing (10995442), the logistics “Croitoru” namesake, Prime Plumbing & Gas Services, King’s Plumbers.

14 · Open internal leads unverified

• Aaron Bernier = Adam Bernia: same DOB, two officer identities, same “Pureflo” brand — name-change confirmed in register. Source claims he is Moroccan and has changed names multiple times; Companies House lists him British on both IDs — the “Moroccan” claim is unconfirmed. A prior name would close the chain.
• The “Valentin” competitor the network blames for its bad reviews — identity not established; likely a legitimate third party (possibly a confusion with the reporter). Not to be named without a concrete identifier.
• Verbatim capture of the 5 harassment numbers on UK reverse-lookup sites (fresh, no comments yet) — re-check periodically.

15 · Media & regulatory status

Only investigative coverage: Pamfleti Parts 1 (5 Aug 2025) & 2 (29 Aug 2025), “Trojan Trades”. No Part 3; no independent coverage (reporter.al, exit.al, Italian press); no regulatory action (AGCM, Guardia di Finanza, Action Fraud, ASA, SPAK). Le Iene’s Tirana call-centre exposé is a separate investment-fraud operation. Net: the network is effectively un-prosecuted — a formal report would be among the first official actions.
